Just out of curiosity, what was the timeframe for this? I've never heard of the character before this thread, but of course the first thing that struck me is the similarity of the name to TNG's Deanna Troi, so I just wondered if there was any kind of homage or anything going on?
Donna Troy debuted well before Deanna as @Kai "the spy" mentioned, but I doubt Deanna was named after her.
Troi (and Riker) were a new version of Ilia (and Decker) from TMP, and since Ilium is another name for Troy (the ancient Greek city), I think that's where her last name came from, it was Gene "homaging" his own work really...
