The movie is called Chrysalis -- it's in French.

I confess, I haven't seen it. I just googled "foreign sci fi films" and it popped up on the first page. According to the site I found it on, it's in French.

Yes, in spite of the blood and all, I'm pretty sure I recognize the actor, but I'm afraid I don't know the movie.
