Seska "State of Flux" & Cardassians

In 'State of Flux' Ep#110 Seska is discovered that she is actually Cardassian and ends up abondoning Voyager and allying with the Kazon (and later that Cardassians can mate with Kazons & produce offspring).

Was this really to bring a TNG/DS9 enemy (the Cardassians) into VOY? A Alpha quadrant enemy into the Delta quadrant...

Was her character always planned out ahead of time as this female Cardassian enemy?
Was Seska's character really just to be used by the producers to bring up the idea of defectors before a mutiny on VOY?
 
Hard to say. The Maquis were developed on TNG and DS9 for the sake of introducing them as an antagonistic group on VOY. But I can't remember having read/heard anything that would answer if Seska turning out to be Cardie was always part of the plan.

By the time State of Flux aired, DS9 had already aired two episodes about Cardassian sleeper agents: Tribunal and Second Skin. If someone has the DS9 Companion handy ( I don't right now) they can check the sections regarding those episodes and see if they were also conceived for the purpose of later introducing the same element on VOY.
 
Cardassian sleeper agents aren't aware that they are Cardassian. I guess the only way to find out would be through a medical scan or giving birth to a baby and seeing the spoon on the forehead. Seska must have been simply a good infiltrator. Cobra
