So, with the grand announcement that Section 31 will now be developed as a made-for-TV movie rather than a series, speculation is rampant about everything from which characters will be involved to what the storyline will be.
I'm kind of hoping that it'll have something to do with time travel that will take them to someplace more interesting than Q-apocalypse Los Angeles - like 19th century Europe! Imagine:
Act One: Time Travel to 19th-century Spain
The Section 31 crew travels back in time to stop a rogue Starfleet officer. The team is on a mission to prevent the officer from altering history and changing the timeline. However, things don't go as planned, and they end up at the annual Running of the Bulls in 19th-century Spain. Emperor Georgiou's first officer, who happens to be a Kelpian, accidentally gets trampled during the event. The chief medical officer (CMO) must race against time to heal his injuries before it's too late, and the fugitive escapes.
The B-plot here is that Emperor Georgiou has to wrestle with her overwhelming cannibalistic instinct to eat the first officer whenever he's not looking. This inner conflict adds tension to the story and explores Georgiou's struggle to control her primal instincts. Additionally, a member of the Section 31 timeship crew secretly beams a bull aboard, intending to keep it as a pet. However, the bull gets loose on board the vessel, leading to mayhem as the crew tries to contain it before it destroys the ship.
Act Two: Crisis in the 23rd century
After our heroes recover the rogue Starfleet officer and consign the bull to the vacuum of space, they return to the 23rd century, where another crisis needs averting. A Federation botanist, part of a diplomatic envoy to the Klingon Empire, accidentally mixes poison ivy in with a bouquet of Andorian Blood Flowers presented to the Klingon chancellor. Section 31 must use whatever measures are necessary to avert war with the Empire after the chancellor uses the bathroom with poison ivy hands and develops a massive rash in dishonorable areas of his body.
The B-plot in this act revolves around the Section 31 stealth ship's turbolift certificate of inspection, which has expired. The Chief Engineer is too busy getting high on drugs in the Jeffries Tube to update it. As a result, the turbolift suffers some kind of catastrophic failure, crashes through the bottom of the ship, and drifts off into space. The folks who aren't currently undercover at the Klingon summit must effect a rescue of the Section 31 turbolift car. This crisis helps deliver some cool character development for the crew trapped inside the car, especially if it's an unlikely pairing, such as Doctor Andy Soong, a
cyberneticist with Section 31, and Crewman Jenkins, the midshipman who's responsible for keeping the rocket boots worn by Emperor Georgiou's horse in working order. The two develop an unlikely friendship over their shared love of mad science as the midshipman describes the time that one of the rockets on the horse's legs failed, resulting in an out-of-control horse tumbling through the air and threatening the structural integrity of the secret Section 31 station.
Act Three: Conclusion
In the final act, the Section 31 team successfully averts war with the Klingon Empire and saves their own crew. However, as they return to their secret base, they realize that their presence in the past had unintended consequences. The timeline has been altered, making Section 31 not exist as a known, public entity with cool badges and flashy spaceships anymore, and they must race against time to fix it before irreparable damage is done, returning the integrity of the Discoverse. This twist sets up potential sequels that would allow us to continue to explore the darker side of Starfleet and push the boundaries of what we expect from a Star Trek story.
