I'm curious if anyone has written any such fics. It seems a fertile place to set stories, since one assumes 31 would likely have 'doomsday' scenarios in place they might spring on the Borg.

Not specifically. Although they did appear as the antagonist in one of my stories, and touched on the fact that after the Sloan incident there was a split in S31. One side wanting to lay low and stay in the shadows, the other side saying "F* it! Cats out of the bag now!" and getting even aggressive.
The split doesn't appear anywhere else to my knowledge, and I haven't written more about them, but it has given me some interesting ideas on how to play it between the two. Like a Star Trek: Spy vs. Spy sort of thing.
