I like making up neat idwas in my own Trek-verse (pretty much prime timeline with a few of my ideas checked in, like crossover bits.), and I wonder the other day......I could see Torchwood being one of the initial groups when section 31 ( noth during and after Archer's time ) was being made. Torchwood, despite Jack Harkness' reforms of Torchwood 3, was rather xenophobic and would do anything they wanted and go outside their governments and coverup anything and keep it for themselves, not to mention distasteful stuff to aliens and their own fellow humans....all in the name of security (Don't that sound famuler, eh?
)....I wonder if some of Torchwood would have bene incorporated into what would later be known as the infamous section 31.
Been working on a story idea of Section 31 having in its posession a certain creature they had since the Torchwood days of the mid 1900's.

He'd be trying to get an Andorian chick and a Dabo girl that caught his eye in his quarters, while trying to invite some security dude he was checking out.
