I don't think this is actually possible. There's always an accent to any language, it's impossible to be without one. The question of which accent the translator would pick is interesting, though.

Like, does it choose accents that align with the listener's cultural biases? If I have a certain associate with an accent such as it being "posh" or "thuggish", does the translator know how to map accents from other cultures the same way? How does it choose how a speaker of one language should sound in another?

I imagined he was from a working-class area of main commercial center of Cardassia, and the UT rendered that accent.

Might explain the Vulcan thees and thous in "Amok Time".

I imagined they were using an archaic dialect of Vulcan used for important ceremonies, similar to the Middle English or the early modern English in the King James Bible. T'Pau's use of "thee" as a subject pronoun instead of the correct pronoun "thou" I consider to be a mistake in the script.
