Season 3 episode 3 wardrobe question

Hello all,
I'm new here, but I've enjoyed Star Trek since I was a kid during the original series.
I have a question I'm hoping someone can help with.
I'm very interested to learn more about the fabric that Rishon Uxbridge is wearing.
Its blue, but with a sort of red shimmering quality to it. I've searched the net but with no luck

Robert Blackman was the costume designer for TNG. I'm doubtful that he has a website, but should he have, it may prove to your benefit to contact him directly with this question. Otherwise, even the most informed STAR TREK fan may find answering a difficult proposition. A difficult proposition, at best. As an Artist, it's useful for me to understand materials, in order to paint a subject's attire more accurately. But I must confess that my knowledge of fashion design is mostly limited ...
 
Do you mean that kind of fabric they often used, because it was futuristic looking & had a sheen or shine to it? It's hard to know without references, but it always looked like a kind of Lamé to me
 
It looks like it's satin or something like it. Since the effect varies from shot to shot, the sheen of the fabric is probably just picking up the stage lighting.

Either that or it's a special kind of stuff that does the flipflop effect like that fancy car paint.
