They've said on multiple occasions that each season is self-contained, so I don't think there's going to be much if any foreshadowing for the third season.

I figured Matalas just likes him. And that's about the extent of it.I think they chose this actor for a reason though. Maybe just as an easter egg since it's a time travel story and he was in Relativity or because Matalas worked with him on 12 Monkeys, or both.
