SCIS novel series?

I haven't read through the whole book, but does SoE: Ghost actually explain the difference (if any) between the SCIS and Starfleet Security? If there isn't any (and SCIS is the merely "major case division" of SSEC then the name is somewhat ironic as NCIS (and it's sister organisation CGIS) is the only major US or UK agency with a military policing role that doesn't include a significant active-duty component but is mostly civilian. Compared to OSI, CID or the British Red Caps which might not wear uniform day-to-day but are still in the main military personnel and entiled to wear one.

I would read some Star Trek murder mysteries. All it takes is a handful of likable characters and a good setting.
