i was just watching “The Schizoid Man” on the Season 2 Blu-Ray, and I noticed that during Data’s psycho test, the footage that plays on Data’s monitor looks horrible. A lot of the footage carries signs of analog videotape (in some cases it looks like Betamax footage), and even shots of Dr. Graves and Brianna are very soft, even softer than the Season 2 Remaster. Seriously it looks like the SD transfers were upscaled for the Remaster, rather than going back and recutting the sequence with the proper HD footage. I realize that they might’ve been running the video on the set and it was recorded that way, but this was a desktop monitor insert shot which they would usually just edit in in post.

Back when the conversion was done, I'm sure I remember reading that not quite all of the original footage could be converted to HD. It affected a small part of a scene in two episodes IIRC, so that is probably one of them.

There were small parts like the 2 seconds in “We’ll Always Have Paris”, and the almost 3 minutes in “Power Play”, but otherwise the shots that were on screen originated in the “Schizoid Man” were already in HD (there were shots of Brianna and Dr. Graves from the Schizoid Man in the psychological flashback, as well as Tasha Yar, Remmick, LaForge from “Hide and Q”, the Genesis Wave CGI From Star Trek II TWOK, the waving pond fronds from Star Trek IV TVH). Really the only shot I couldn’t remember from another Season 1 or early 2 episode or the movies was a shot of a DNA Helix, otherwise the rest was stuff was available in HD or higher, not Betamax quality. And later in the episode the screens with the text were redone.
If the scene was dark then they probably had faster speed film, meaning it'd look grainier and softer.
It's possible a scene wasn't found, though officially all the films were recovered and scanned in. By the third party company, I still wish CBS did all the work themselves since seasons 1, 3, 5-7 are simply perfect. Season 2's f/x shots suffered the most, unfortunately...

There were some shots that they didn't have on film, so they had to upscale from the video masters.
