I was thinking it might be a martial arts uniform. When she runs into the turbolift, it sounds like she might not be wearing shoes, but it's hard to tell for sure.

In the TMP novelization, the second V'ger probe took Ilia's form, cooled itself in her sonic shower, and was then dressed by Kirk with a "spray 'n' wear" Starfleet leisure robe. Publicity material explained that Ilia's robe was modified with a Deltan collar, just as Spock wore a Vulcan collar under his uniform.

Saavik is wearing the same style of robe as Ilia's, but without the Deltan collar. It's also a similar style to the uniforms worn by the crew of TMP's Epsilon 9 station. So, Saavik is off duty in that elevator scene.

See, I'd noticed that too, but concluded that Saavik had just come out of the shower.
