In the TMP novelization, the second V'ger probe took Ilia's form, cooled itself in her sonic shower, and was then dressed by Kirk with a "spray 'n' wear" Starfleet leisure robe. Publicity material explained that Ilia's robe was modified with a Deltan collar, just as Spock wore a Vulcan collar under his uniform.
Saavik is wearing the same style of robe as Ilia's, but without the Deltan collar. It's also a similar style to the uniforms worn by the crew of TMP's Epsilon 9 station. So, Saavik is off duty in that elevator scene.
