I'd re-focus Lorna's story (about the Enterprise-F) back a step and try to form it around the re-development of Cardassia and the fact the Klingons have re-dedicated themselves to the "old way", gutting sections of previously Romulan-controlled parsecs/sectors on both Cardassian and Federation borders, testing the Federation's readiness.
The Enterprise-E survives to the early 2400's, however, the Romulans are desperate to survive in the face of imminent demise.
While Picard is momentarily distracted by marriage to Beverly Crusher and other issues relevant to the events of Nemesis, The Romulans agree to severely-limited (and extremely tentative) expansion of Cloaking Technology use aboard the Sovereign-Class Enterprise for the purposes of observing/curtailing the Klingons.
Starfleet's Diplomatic Corps agrees the Enterprise-E will host the necessary mediations in an undisclosed location. While the new provisional Romulan and Cardassian authorities are quietly avoiding panic and possible anger and open hostilities from all sides by negotiating civilian re-settlement from each of their respective homeworlds in several (Federation & non-Federation) territories ahead of the Romulans' predicted supernova, while the Andak Horticultural Project goes ahead on Cardassia.
The Romulan Authorities have taken the cloak they were going to approve for Defiant's use, changed their minds and placed it aboard Enterprise.
This plan exists, especially due to security concerns pertaining to the vulnerability of cloaking technology at DS9, Defiant's destruction at the hands of the Breen and Worf's considerable influence (and his likely place at the top of many hit-lists,) now that Worf's resumed duties as Acting Captain of Enterprise, alongside Commander Martin Madden as X.O. after Riker's departure.
A surprise twist, Madden is asked to transfer to another post elsewhere in the fleet, Worf is asked to step-down to X.O. as Captain Morgan Bateson resumes Captaincy, whom both have their detractors at Starfleet Command to prove themselves to.
