The two-parter, barely - Boomtown is one of the two worst episodes in NuWho

What's the other one in your opinion??

Fear Her, which was a lot better with Paul McGann in it (i.e. the movie Paperhouse)

Oh I loved Paperhouse when I saw it, was it about 89/90? I would personally call Fear Her the worst episode of the new series. Not sure what I'd put second but the restaraunt scene does cut Boom Town some slack with me.
