I am uncertain it has enough differences to be its own class, versus and older Connie not refit.
Maybe Decker liked it the way it was when he first took command?

He was a bit like Jellico in wanting things a bit more Spartan perhaps.

We’ve seen differences in Constitution class ship interiors before (the larger-backed captain’s chair, the changing look of the bridge and engineering for the Enterprise alone) for any of that to be justification that the ship is a different class.
