Star Trek Writers/Directors Guide (Third Revision, April 17, 1967):

Remember always that STAR TREK is never fantasy; whatever happens, no matter how unusual or bizarre, must have some basis in either fact or theory and stay true to that premise (don't give the enemy Starflight capability and then have them engage our vessel with grappling hooks and drawn swords.)​

The first season of the original series is full of space magic that has no grounding in fact or theory. Both of the pilots pit the Enterprise crew against space wizards.

Star Trek has always been fantasy.
 
And the TNG pilot had Q (I'm going to start referring to him as a "space wizard").

The DS9 pilot had the prophets.
And Voyager's had a man playing a banjo who might as well have been a wizard.

No wizards per se in Enterprise's, though there is a guy from the future.
