I'm sure his job performance was a much greater factor. I doubt every single person on the ship is a great person to pal around with, but they at least can manage to get to work on time rather than dicking around in the holodeck.
It seems that his lateness is a result of them being hostile towards him rather than the other way around as Guinan senses.

I agree it's not very evolved of the crew. Picard makes up for it though. Highly immature of the rest of the crew if they really are so hostile towards crew members that just don't "fit in."
I do think they feed each other though. Maybe Barcalay got in the habit of thinking people wouldn't like him, so he started avoiding work, which made people not like him more.
This does raise an interesting discussion point. Does being 'evolved' mean accepting people's cultural differences or does it mean accepting *all* people's personal differences?
For example, you can say accept people for who they are, and thus you don't treat somebody badly just because of their religion or things like that. But what if somebody is intentionally doing something that makes your life more difficult? Like, if my neighbor is having loud parties at 3AM when I'm trying to sleep, then refuse to turn the music down when I ask them to, should I accept them for their differences or should I get ticked at them for being jerks?
If somebody is your coworker, and their lack of effort into their job is interfering with your ability to do yours, I think it is totally fair to judge them for it.
Although you could say then the evolved thing to do is to reach out to them like Geordi.
