They managed to listen in on the ship to ship communications

At the beginning of the episode, it's the Duras Sisters who tell Sela that Picard has sailed out to blockade the Romulans. It's probably the Klingon intelligence machine that's leaking information to the Duras side, then. They know how many ships were sent, they know Picard is in overall command; they might well know the individual skippers, too.

Good Intelligence. Same way that Starfleet most likely knew they had Sela was on the other side.

Remeber how they were able to detect B4 from light years away. Since Data's the second officer of the Enterprise, Sela is smart enough to deduce that Data is in command of the Sutherland only by mere presence of a postronic brain sensor reading....
