As for the 2009 specials, I have to judge them on a case by case basis. I rank them as thus:

The Waters of Mars
The End of Time
Planet Of The Dead

5 (Matt Smith is the best!)

4 & 5 are so close but in the end the 2008 year just edges out the recent year but its so dam close.

Season 3 beats out 2 mainly becauase "Fear Her" and Love and Monsters" are poor episodes and the only time I've given two below average scores in a single season.

Season 1 is the weakest no doubt with at least 5 average episodes and the below average episode "Boom Town"

All in all, I've really enjoyed nuWho immensely and look forward to more.

Season 2? 'Love And Monsters'? 'Fear Her'? Really?

Yup. Neither of those are bad, and it also gave us "The Impossible Planet" and "The Satan Pit" (my favorite of all the two-parters), the new Cybermen, a conclusion to the Tyler family arc, and "Girl in the Fireplace." Hell, I even love "Idot's Lantern," which is about the best a throwaway one-off epsiode can get. The show's interpersonal dynamic never got as good as it did with the Mickey/Doctor/Rose/Jackie/alt-Pete...thing, and I miss it.
 
^ Hmmm. I always thought the Eastenders-esque Rose Tyler family stuff was the weakest link in NuWho. I think Moffatt is a lot better than Davies in terms of bringing in interesting science fiction premises. But to each his own.
 
Well, I had series two as my second favourite, so you're not as alone as you think, Gep. :)

Season 4
(Tennant's only rock-solid season, with The Doctor's Daughter being the greatest insult to mankind. It was Catherine Tate that really stepped up the talent in this series, Donna being the pitch-perfect companion for an egotist like 'Perfect Ten'. Her ever-present command of the screen really tempered Tennant into a Doctor I could sit back and enjoy, rather than the exhausting over-acting he would normally force. Could have only been better if Tennant and RTD and the Beeb would have had the balls to bow Ten out when he regenerated during the Meta-Crisis nonsense.)
Season 3
(Love me some hot Freema, even if the acting lacks a little. However, all considered, this is the season that gave us Blink, Human Nature/Family of Blood, and Utopia. Unfortunately, it also gave us The Master as The Joker, and Jesus-Doctor.)
Season 4.5
(I think Planet of the Dead, much like Voyage of the Damned, is some of the worst "Committee Television" I've ever seen. Meaning, it was created around a famous guest-star, and served no sincerely entertaining or engaging purpose other than to look pretty. Awful, awful. Other than that, WoM, EoT...while both a bit overdramatic, they signaled a quite appropriately epic finale for the most commonly popular Doctor since Tom Baker. And if nothing else, The Next Doctor just brings it all home in a bundle of nostalgia and holiday.)

Season 5 -- The strongest episodes per capita. I haven't seen the episodes from the Vincent Van Gogh episode yet so I'd say the weakest episode would be the vampire one -- and that was still pretty tolerable; nothing like the lows of Seasons 1, 2, or 3.

Season 4.5 -- "Waters of Mars" was one of the most riveting Tennat episodes I've ever seen. "The End of Time" had a bit of camp to it but I loved the details about the Master's past and the confrontation with the other Timelords at the end. I thought the Giant steampunk Cyborg was really fun -- I laughed with joy when it stood up. "Planet of the Dead" felt too drawn out for me but the basic concept of "Oops, our city bus just drove through a portal and onto a distant planet!" was pretty cool.

Season 4: The episodes were getting stronger per capita this season. The only episodes I remember off the top of my head were "The Doctor's Daughter", which felt off, and "The Fires of Pompei" was a tad generic. I liked the rest of the season as well as Donna. The giant two part finale was frantic and all over the place but it was certainly an interesting spectacle.


Season 3: I liked the Dalek two-parter-- I'd say the only non-gratuitus Dalek uses were in these two, "Dalek", and the one with Doctor Eleven. Episodes were getting stronger. I was okay with the Master storyline up until the part where they turned him into a CGI Monkey, which made no sense, and the ending was a little odd. I was indifferent to Martha -- she neither detracted nor added for me.

Season 1: This drew me into the fold of Doctor Who. Looking back, this season feels a little conservative, as if the show as hesitant to stretch out it's wings -- but it captured the magic of Doctor Who. I show "The End of the World" to friends as an introduction to Doctor Who.

Season 2 -- "Fear Her" is the worst episode of NuWho. Rose began to get on my nerves this series as she became so jealous and possesive of the Doctor. I didn't really buy Tennant as the Doctor until the "Impossible Planet/ Satan's Pit" episode, which was half way through the season. Nu-Cyber were so-so. I'll give it props for having the least absurd season finale, though. (I haven't seen Big Bang yet.)
 
The clear leader for me is Season 5, as I fucking adore Matt Smith's Doctor and the stories were almost universally great. I don't even have a problem with "Victory of the Daleks," as it was a necessary hour-long handwaving in order to un-fuck the Daleks so Moffat can use them without having to come up with increasingly convoluted bullshit in order to explain their appearances.

Trailing just behind would be Season 1, as "Boom Town" is the only really execrable episode of the year. Everything else is, at the very least, pretty good (even the fucking Slitheen two-parter). "Dalek," "Bad Wolf" / "The Parting of the Ways," "Father's Day" and "The Empty Child" / "The Doctor Dances" are all fantastic.

Season 4 was the next-best year, as it had a great companion and some really great stories. While "The Stolen Earth" / "Journey's End" were a clusterfuck of Biblical proportions and I'll stab someone if I ever watch "The Unicorn and the Wasp" again, as a run it was largely entertaining. My biggest complaint, outside of the three episodes already mentioned, is the utterly shameless transformation of the Doctor from a somewhat-lonely traveler into KING SHIT OF TIME MOUNTAIN. Parts of stories got entirely too self-indulgent with "oh, shit, the Doctor is awesome, let us all suck his dick," and it sometimes detracted from the overall storytelling quality.

I'd then say that Season 3 comes up in the next place. This was the year when "SAVIOR OF THE UNIVERSE" Doctor really started to come out as Davies just decided to express his fetish for Tennant on the page, but there were still some really, really good stories, such as "Human Nature" / "The Family of Blood," "Blink," "Gridlock" and "Utopia." It's a decent year, but there are too many clunkers, especially "42" and "The Shakespeare Code" (Gareth Roberts :mad:). The other complaint is that Martha Jones is essentially Rose Tyler with a medical degree. The entirety of her character's throughline is "I'm in love with this 900-year-old guy but I'll never say it. Oh, and I'm a doctor."

Season 2 is, by far, the worst. I'm really surprised I liked Tennant so much after such a woeful year. The only stand-outs are "The Girl in the Fireplace," "Doomsday" and "The Impossible Planet" / "The Satan Pit" (the last of which may well be my favorite New Who story). Davies turning the show into a Buffy-esque melodrama with Tennant and Piper fawning all over one another as though they were freshmen in college, plus utterly unforgivable crap like "Love & Monsters" and "Fear Her" ... I just don't find it a really re-watchable season.

I'm a huge Tennant fan, so for me to put Series 5 above 2 is tough, but I agree with those who think there were just too many average episodes. I actually liked Love & Monsters and Fear Her wasn't too horrible, but they're still just average at best.

I'm really digging Matt Smith though, so it's possible I'll revise these rankings as time passes. I will say, The Eleventh Hour is my very favorite season premiere.
