The makeup of the two being as similar as it is (reused pieces), the names being as similar as they are, and their both showing up as traders more than soldiers, I wonder if they're actually different races/nations from a single planet. It would switch things up a little in the Trekverse.

The matter is complicated a bit because an extra at Quark's in Kobheerian makeup was once referred to as a Talarian, but maybe that one biological Kobheerian had joined the Talarian Republic?
Maybe the Dopterians and Kobheerians aren't even run by governments but mega-corporations, like Weyland-Yutani from the Alien universe.
