This is sheer speculation on my part, based on absolutely no inside info whatsoever, but maybe they came at it backwards? In other words, they came up with a plot that involved a shady, disreputable con artist or smuggler and, at some point, someone had the bright idea to make him Mudd.

Actually...I like that idea. Maybe that's a better way to do a prequel - instead of having a checklist of characters and such you want to see, just tell the stories and see what would match up.

That's basically the Vince Gilligan/Better Call Saul approach. Works well.
