Questions on canon

Political prisoners could be very valuable still to their planet's of origin and serve to be living reminders of their crimes to be used as bargaining chips at negociating tables. They don't take innocent hostages either. They are utilitarian in their philosophy. A Federation prisoner strengthens thier political position and ideaology by weakening the Federations. They become symbols of who and what the Federation is which can only help the Klingon cause by exposing the Human's weakness.
 
They're not that valuable and only in relation to their home planets to whom they are liabilities.
 
Kirk could have just said it to Saavik to be flip, or to make a point. Or he could have been just repeating an old Starfleet aphorism to encourage better performance.
I find the idea that a Star Trek character can actually say something that is untrue utterly shocking. Shocking, I say!
