Question Season 7 budget

I was wondering if anyone knew the answer to this. I have read the ds9 companion and several sites but never seen it addressed.
What happened with the budget of DS9? It appeared to have been reduced judging by the dop in the number of effects and use of stock footage. Sadly most notable in the final episode. The start of the season seemed to fare well but then theeffects got worse.

Paramount may have told the producers to lessent the effects budget. Besides, DS9 was not a flagship show for them, so they would not have expended so much on its budget.
