"What experience do you have for this job?"
"Well, I spent the last four years standing in the Transporter Room on the Enterprise."

Well he did run diagnostics all the time and came up with a few good ideas on how to beam crew members up in difficult situations. He even risked his own life saving Troi, Riker, and Data in "Power Play".
