Q about a possible story of attack on Earth and canon continuity

I am in the middle of writing a story about TOS enterprise. I think there was an episode in DS9 when the Breen attacked earth where they said it was the first attack on earth in x amount of years.

I'm hoping someone would know the details around this. I want to create a story that fits in with the prime timeline.

Would it create any contradictions to the timeline if an invading force took control of earth by neutralisng all technology with a EM device. I don't intend to write of any alien or attack forces setting foot on earth. Just that the ships remained in orbit.

AFAIK, what was said onscreen was true: the Breen were the only ones who ever attacked Earth directly. Not even the Klingons had ever dared to try that. So it wouldn't matter whether it would be an orbital or ground assault - apart from the Breen, no attack ever took place.

Thanks for replying. DS9 producers certainly closed the possibilities for earlier timeline stories. Hmm thats thrown a spanner in a works. Maybe if I changed it to this.

There are 2 bad guys in my story. 2 equally technologically highly advanced aliens . What If I had one of the alien races "protecting" earth? No direct assault as such. They think they are protecting earth by neutralising the technology to protect Terrans from doing themselves harm as well as from the other aliens.

I think it could work. Starfleet would certainly perceive it as an attack but I think when Sisco said no attack on earth in X amount of years he could have meant literally with weapons and such.
