Since when are Earthquakes weather phenomena?

Interestingly, it's not as wrong as you might expect. I read something about this a while back:

Even if they are unrelated, they are analogous, sort of... Weather are the physical interactions in the atmosphere. Earthquakes are the physical interactions in the earth. Plate tectonics are like climate of the lithosphere, only slower and without recurrent seasons. It's a bit of a stretch, but from a certain point of view they are similar. You can imagine it used in a science fiction setting.
