On my gut level, I like it. It's well made and I like color scheme. However, thematically I think it's pretty derivative. Also, I can't imagine a Federation military organization modeling itself so closely on an ancient American organization.
So, conceptually, I think there could be more, but but great execution of the idea.

Put "United" in front of "Federation" and you've got a winner.
Better it would be "Starmarines" as a companion to (but still completely seperate from) it's sister organization ""Starfleet."
I like it. I think this is a great start in the concept.
One thing I like is had subdued it is, and is not very gawdy, which works for a more combat oriented unit.
One consideration I would do is either remove the eagle (I understand the reference, but it doesn't quite work). I'm not sure what I would suggest to replace it but it just doesn't seem to work with the the anchor.
