Presidents of the Federation Are Based in France—Why?

That's ok, most of us Brits think that too - or at least, a lot of us know it's the bell that's called Big Ben, but don't know the name of the actual tower. It's one of the ultimate pub trivia bore questions.

To be fair it's only been called Elizabeth Tower since 2012 when it was renamed for Queen Elizabeth II for her Diamond Jubilee.

the Maquis in Star Trek were named after the French resistance group during WWII.

Who were in turn named after the anti-Franco guerilla fighters in Spain starting in 1939, and Jean-Luc Picard's oldest stated anscestor was the Spaniard Javier Maribona-Picard, so just about any connection can be made when you apply random trivia and tin foil hats.

And, honestly, it it seriously proved to be an issue down the road, you just throw in a line to the effect that the President's Office moved to Vancouver on such-and-such a date. Problem solved!

"Great! We can shoot in Vancouver now!" :)

I'm sure Vancouver's been passed off as Paris from time to time, just as it's been passed off as New York City, Los Angeles, Washington DC, Seattle, Portland, Caprica City, Star City, Central City, National City, Metropolis, Yunnan Province, etc.

And Star Trek's currently being filmed in Toronto anyway...

Oh, no wonder it sounded so unfamiliar. I've forgotten what the tower used to be called, but I have known in the past, and that name didn't ring a bell (pardon the expression).

It would take at least a hundred years to rebuild a city completely from scratch, even WITHOUT a WW III to consider.
How long to rebuild Berlin after WWII with 1940s/1950s tech? Decade or so.

Hiroshima, about the same.
would losing 6% of the population drive humanity to make major changes to its social outlook?
Maybe the war hit national capitals mostly, with people in entrenched power positions gone Humanity was able to build a new society.

I still remember a TV-movie that tried to pass off Vancouver as New Orleans! I

I'm sorry. A few iron balconies and Mardi Gras beads do not make Vancouver the French Quarter! :)
 
And both of those cases had the advantage of taking place in a world that had NOT been utterly destroyed by a global nuclear war.
The bulk of the Human species survived the war, were able to rebuild and prosper.

The world doesn't sound as if it were "utterly destroyed." Just as with the second world war, most counties would likely be only moderately or not at all effected by the war directly.
 
Paris hosted the Federation President.
San Francisco hosted Starfleet HQ.
Lisbon hosted the Division of Planetary Operations (global power grid).
Berlin and Canberra hosted Vulcan compounds.
Dakar, Senegal was a center of Earth's nanite production.
Indiana hosted the Millennium Gate.

Seems pretty de-centralized to me.
What nothing for Great Britain!!! Say it ain't so!

The Federation President's Office being in Paris was first established in TUC, and in that case it was just so they could get away with using the matte painting of Future Paris which very clearly included the Eiffel Tower from TNG's first season as a backdrop.

And how many other times was the president's office shown to be in Paris? And is that the President's only office or does he have other offices on Earth and maybe other planets?
 

Well for one thing there is about 600 years of French history of aggression in Europe from about 1250 to 1860. Then there is the history of French colonial expansion outside of Europe which might make Paris as unpopular in some regions as Moscow was in the USA during the Cold War, for example.

In DIS, there was a Federation building in Paris, but I couldn't read all of the sign out front. Was it said to be the building that held the President's office?
Sarek walks out of the building handing Michael her official pardon, which Sarek says he obtained from the President.
How much more obvious do we need to make this?

Boy, that must have busted the budget. :)

Yeah, I've seen that done on a few Vancouver-made shows -- most recently Travelers, I think, although the setting was just across the Canadian border rather than in Vancouver proper.
 
How much more obvious do we need to make this?

A big sign on a building that says "Official Office of the President of the United Federation of Planets No really this is the Official Building which houses the President of the United Federation of Planets" ;)

I think we can safely say that Paris houses the Presidential Building beyond that we can't really say if the UFP Council convenes in Paris
