Throw in Bill Adama as her military adviser and she'd be unbeatable.
How about Nathan Petrelli as Chief of Staff? I think he could thrive even not in the limelight.
Turn security matters over to Matt Parkman. He's morally unimpeachable, which is a very good thing because as a practical matter, he is unstoppable.
For the head of the Justice Dept - I've been pretty impressed by the legal and emerging leadership skills of Richard Woolsey from SG:A.

I tried to only use characters who are "currently alive", or were the last time we "saw" them. For instance, my initial choice for Secretary of Defense was John Winchester, and the Secretary of Health and Human Services was Betty Ross. Oops. Also, several characters switched jobs. For instance, Karl Agathon, now a member of the Secret Service, was my initial choice for Vice President before I figured out that Mitchell Hundred would be better suited for the job. Ororo Munroe was my original EPA pick before Benjamin Linus came to mind. Anyway, you get the idea. Here we go.

Yeah, but, isn't making Fred Secretary of Health kinda stupid? Didn't she die from being taken over by an Old One in virus form? Can we really trust the position to someone who'll catch a demon cold and get turned into an evil hellspawn? These are questions the press should be asking the Buffy Administration.
