Well it was judged to be so bad that it got Colin Baker fired, but you'd probably better make up your own mind.
I think it's all pretty awful really. There's a noticeable drop in production quality from even the previous season, though Colin's Doctor is much better written. The framing narrative of the Trial is a chore, and the ending is a complete mess, suffering from the death of Bob Holmes and Eric Saward walking out.
On the other hand, I do quite enjoy revelling in the shiteness of it all. It's a miracle the show lasted another three years.

At that price m8 its a steal, be it good or bad, personally i have yet to find a who story from the classic series i did not like.

Not that I was going to buy anything flash anyway, but just I completed my NuWho season 1.
