I thought he did. It certainly looked like it.
It was the cheek. Of course, Shatner didn't really kiss Nicholls on the lips either, as he later revealed in Star Trek Memories.
Actually, it wasn't quite like that... lips were definitely involved, but only the lower lip--not "full mouth".Yeah it was a "peck" on the cheek...hardly a real kiss, so the fact remains about Star Trek..... It's No matter that they really didn't kiss, it was intended that they did and that was clearly conveyed.

Nichols goes on and on about the kiss in her interview for the remastered DVD collection, claiming that Shatner caused them to do many many takes. But she never says anything about whether it was a full contact kiss or not.
Regardless, the video shows it all. To me, it looks like their lower lips are touching, but Shatner's upper lip is definitely not touching.
On the other hand, Nimoy definitely made full contact with Barrett.![]()
Okay, Kirk slapping himself was funny, but other than that, it was painful to watch. I just thought it was shamelessly exploitive of the actors (the regulars, as well as the dwarf), with a script that called for them to humiliate themselves, in a way that did not serve the story or accomplish anything besides making the audience cringe. At least when Picard was humiliated in "Chain of Command", it was intense and dramatic. Here it was just hokey and lame.
