Having discussed something doesn't mean they've agreed to cooperate on a course of action.
"You know why I've come," isn't the same thing as, "I'm here as we agreed."
How can they put Poke, a capable strong straight white man back in the lead and not strong woman? Something tells me that they going to divert expectations somehow, like by meeting his lost child who is looking for his mother, which turn out to be pike who was lesbian woman in the past but converted into a male before joining Starfleet. I'm sure with 24 century technology you can make it perfectly fully anatomically correct male.
"Profit and Lace" demonstrates that quite sufficiently.
Though, this is the 23rd century so maybe not perfectly.
Also, it's Pike not Poke.
Also, he did quite well in Season 2 so I doubt a straight white man as captain is an issue. At all.

He needs to ride around engineering on a dented old Vespa kept together with tape, chicken wire and sheer will.
Death Penalty might not have been put in place yet, when they discussed the possibility, it's not mentioned in Discovery. Once that happened, however, Pike obviously couldn't agree to let Spock make that sacrifice.
