Picard's hostility in 'Allegiance'

I always thought Captain Picard restrained himself very well. He could have done much worse to them. This seemed like a proverbial slap on the wrist - he couldn't just let them go after the crimes they committed, but he did so in a fair but firm manner. It was a good first contact: you can't push us around, but we will forgive you.

I can't imagine what Captain Janeway would have done lol
 
This somewhat bothers me, in an otherwise OK episode.

In the end when Picard is retuned to the Enterprise by the aliens who captured him, I don't think it's a great way to make first contact with this race by imprisoning them, although it was a way to get his point across. Could he just have explained that what they have done is not acceptable... Or maybe he thought that wasn't enough?

tit for tat.....they imprisoned him and two others.
