Phasers and vaporize-name this book

I can't rememebr the book I was reading but they were talking about how phasers "use to" distingrate people and it became a cold feeling-less way of killing.

I watched Will Riker vaporized Uta and I'm sure others have been summarily wiped out by Starfleet phasers like the Queen inhabiting Commander Remmick.

What was this book and what was the deal?

It was mentioned in a couple of stories in Deep Space Nine: Prophecy and Change, one of them mine. I recall that I had to adjust a line about phaser disintegration to be consistent with another story. At least, I think the other work was also in P&C. It might've been something else coming out around the same time and edited by Marco Palmieri.

But anyway, both the stories in question were set years after the TNG episodes you reference. I think it was basically an acknowledgment of the fact that the Trek producers pretty much stopped using the disintegration effect after a while.
