They never do address the massive change they made while in past-SanFran. Originally hundreds of people were killed, which coupled with Bell's death (and fact that he protected the hostages) started a change...but in the revised timeline only a (very) few people died. Lucky for our heroes that things still worked out roughly the same in the long run.

The most unrealistic thing about the episode was that the events actually changed people's minds.

If the Bell Riots went down in real life exactly as it went in the show, it would just confirm everyone's existing opinion. Half the people would just say "This just goes to show how barbaric the sanctuary districts are" and then Tucker Carlson would go on his show and say "What happens to these lowlives after we let them out? They might live into YOUR NEIGHBORHOOD. They don't want to work or contribute, they never had, the fact that they didn't manage to kill any of the hostages just proves we were right to go in shooting."

To be fair, they were based on the Rodney King Riots that did have an impact.

The thing is that we live in a timeline where the Sanctuary Districts would never be made because that would require the government to want to give the poor and mentally ill free housing.

In June of last year (2020) in the Capitol Hill neighborhood of Seattle several blocks were occupied by BLM protestors. If those borders were better fortified and a government program in place to support it, would have been the same thing.
