Passers-by ignore a child hit by a van (China)

The footage showed the van hitting the little girl, pausing briefly while she was under the vehicle and then driving off, running over her legs.
It then showed about a dozen passers-by, including cyclists, a motorcyclist and a woman and child, noticing the little girl lying injured in the street but walking on.

The child, Yue Yue, was taken to hospital for emergency surgery but pronounced brain dead on Sunday, the China Daily reported. http://www.bbc.co.uk/news/world-asia-pacific-15331773
The ignorance by the people just walking past a injured child is simply horrible:wtf:. Whats wrong with them?!!?
I am pretty sure that helping out the girl and calling an ambulance would have not taken so much time from them:rolleyes:
Kudos to the rubbish collector for helping her, but I guess it was too late.
 
Sadly, this is a classic example of the Bystander Effect--telling ourselves it's not our business and someone else will handle it.

But there is no someone else.

This is why we all need to be educated on such phenomena, because once you know, you are more empowered to defy it and avoid more tragedies like this.

I should not say "always," but personally, I have a strong sense of personal responsibility for what goes on around me that I might be able to affect. In 6th grade, for instance, I was the only student to respond to an acquaintance of mine going into seizures even though her closer friends--the ones with whom she had a much less rocky relationship--and the others who saw her, did not act. That said, considering that in that case we're talking about children, and not all of the other kids likely even knew or recognized what was going on--whereas having never seen convulsions before, I had read so much medical stuff that I immediately had it diagnosed as an epileptic seizure and knew it was a medical emergency that required someone to keep her safe from dangerous things in her surroundings (including unqualified people) and to call an ambulance.

I cut less slack for adults, though. They know more about the world, their brains are more fully developed (or supposed to be) and should be able to assess a situation to know that they need and have a duty to act.

They are afraid of being falsely accused of being culpable by any relatives she may have. There was an incident in Nanjing where someone who had helped an injured elderly woman to the hospital was then falsely accused by her of causing the injury in the first place. The judge in court ruled in favor of her since in his words only the guilty party would have stopped to help.

Frankly the girl was lucky, the 1st driver probably didn't see her or else he'd have made sure she was dead since liability costs in China for a living person is actually greater than that of a dead one. One guy actually ran over a kid four times to make sure he was dead so he had to pay less.

Isn´t that criminal...murder or something? I mean accidents can happen, though it is terrible and not to understand that no one helped, but making sure someone you accidently hit with a car is dead, by doing it again and again and again...that normally would not mean to pay less money, but to go to prison for quite some time, at least here. Is that so different in China?

If he hadn't been caught it'd be only ~7 years. Liability clams meanwhile can be ruinous for the immediate family and the assets of even his parents could be seized.
