With the way the 'Religious Right' and the 'Moral Majority' hounded the FCC uring the time of the modern Star Terk series production - plus the fact that TPTB were trying to make the franchise more 'Family Friendly' ; I serously doubt that it would have been left in.
I'd say it was cut because in the end, it really didn't add anything to the actual story they were telling with the episode; plus it takes away the 'stand alone' style in that some audience members might wonder what happened with Pallamas, etc.
A plot thread eventually picked up on by Peter David in his "New Frontier" novels.
Well, it would've added the same kind of thing as the alien transmission at the end of Conspiracy...it would have been kind of creepy. They could have always had a followup episode or made it a two-parter....
I know it would have never made it into the show back in 1967 -- but were the episode made in 2009 I think it might have stayed in...
No Shit you could spend the better part of a day reading on that site.

I can't wait for him to get ahold of more 2nd & 3rd season scripts.
The sad thing about episodic television is that because you have to hit an exact time-slot to the second---you have some episodes that should have had bad parts cut out and other episodes that had excellent stuff cut out & lost forever because they just couldn't fit it all in.
Episodes like 'Elaan..' & 'Journey to...' & Galeleo...' etc had nice bits cut out & Others he didn't yet review probably had good stuff too.
'Requiem...' which he hasn't reviewed had a lot more cut out that made the Kirk/Rayna quick romance a little more fleshed out.

As you know, when Desilu/Paramount was finished with the series, the negatives for the locked-in episodes were stored and the "extra" footage was either transferred to Lincoln Enterprises for slicing and dicing into film clips or simply discarded.

If that's true the footage is destroyed or sliced and diced that -- I believe -- is a huge loss. I'll bet someone at Paramount would be kicking themselves if they knew what they lost.
Again, just think of the DVD possibilities if all the elements still existed...
No show religiously kept trimmed footage in those days. It all went in the trash.
The only reason TOS footage trims went to Lincoln for the creation of clip frames was that, while on studio tours, fans would see film hanging out of trash cans - and Bjo Trimble and Majel Barrett realised that other fans might like unique souvenirs of ST that wouldn't cost the studio any money, unlike postcards and 8x10s.
They never did follow up on the Conspiracy plot thread, which really annoyed me! With all the useless crap episodes they wasted time and money on...
