It's probably more like "who does what", not "what is done with what"... That is, Data performs Ops operations because he is the Ops officer, not because he sits at the Ops console. He could perform those operations from anywhere in the ship, utilizing just a tiny corner of a console for input. Most of the bridge consoles could show redundant flight control settings as default, much like the glass cockpits of modern aircraft show fancy duplicates of the mechanical (backup) instruments as default, and only assume special functions when necessary. For all we know, Worf's console had Conn functions as default, too. (The TNG Tech Manual explanations for the Okudagram graphics don't make much sense, really.)
It's a shame we didn't see more of these panel swaps (and deliberate ones at that) to highlight the fact of how flexible these things are. It would have been a visually impressive trick for e.g. ST:GEN, even if undoable on the television budget. Have Data at the Astrometrics control console, lowering his hands onto it, and the surface suddenly rearranges itself to match his finger positions and movements...
