Cullah has his son now, who will end up being smarter than most Kazon I'm sure.

I don't think it's valid to assume that the Kazon species is intrinsically less intelligent than the Cardassians just because they have a less technologically advanced, less politically unified culture. Unless you're just saying that you consider Seska herself to be exceptionally intelligent and expect that individual trait to be passed on to her son. But even if that's so, there's no guarantee a great intellect will flourish in a society that doesn't cultivate it.
