I think the scene was originally supposed to be right after the crisis was averted, since everyone is wearing the same outfits. They also have the old style deltas, but the in the preceding scene (prior to "one year later") Worf/Raffi have the new deltas, and that also seems like something that was intended to be before the time skip. So the costuming/editing of most of the epilogue was kind of messy.
I also think the various endings in the epilogue were rearranged:
- At 46:40 when Worf is saying goodbye to Raffi, they are wearing the new gold deltas. I noticed this the first time I watched it, and thought the lighting was playing tricks on me. I think this scene was just a costuming mistake.
- The very next scene, 48:00, is Data's counseling session with Troi. They are both wearing the old silver deltas.
- At 49:45, it's the "One Year Later" scene with the Enterprise-D at the Fleet Museum. The exterior shot shows the ship. cleaned up, so I assumed Geordi finished the restoration during that year. I could also accept that the Enterprise-D was in emergency service for that year (or part of the year and then completed its restoration). Picard, Riker, and Geordi are wearing the old silver deltas.
- 51:30 is the scene of Jack taking the shuttle to the new Enterprise-G and walking onto the bridge. They are wearing the new gold deltas. If this is a full year later, what was 7 of 9 captaining in the interim? Did it really take a full year to repair all the damage to the ship? However, this scene HAD to go after the "One Year Later" scene because the Spacedock is fully repaired (or rebuilt).
- 56:00 is the 10-Forward bar/card game scene with the TNG cast.
I think it would make more sense chronologically for the TNG card game scene to be placed between the Data/Troi counseling session and the "One Year Later" fleet museum scene, but understand why they placed the card scene at the very end.
