The Doctor has no physical existence, the holo emitter could have him flying around the room. So, any gymnastics that he performed would be a curiosity only, and in terms of a competition completely meaningless.

Data on the other hand, to tell you the truth he had never displayed a lot of grace or dexterity.

The holo emitter makes the Doc 'solid,' though. And Data is an android. Surely if human gymnasts can perform those moves at a high level, then Data can also, and even better.

Here's why the Doctor would win assuming his "solidness" was without question: he's artistic. He loves music and is physically expressive. He would have the beauty element in his gymnastics whereas Data would look like a technically perfect Ken doll tossing itself about.
