I'd vote for the Borg here. They are the ones truly determined to spread everywhere and are relentless in pursuing that objective.
It'd only take the assimilation of some serious technology before they could start doing whatever they wanted.

Exactly. They don't have any noble causes of 'boldly going where no man has gone before' or any non interference with other cultures red tape bullshit going on have they?
Resistance actually works quite well for Humans and the Federation, sure the Borg grab the occasional individual, but for the most part the Borg are impotent failures as seen on screen repeatedly.
Cant say I agree, they seem to have assimilated a considerable portion of the Delta Quadrant and, you'd have to think, their advance will be slow but steady. Look what a single cube did at 359.
If anything, their pursuit of humans seems utterly half-hearted, sending lone cubes and so forth. We are shown multiple times that they control hundreds of worlds and have a large fleet. I've always felt they are consitently the biggest threat to every other species be it Federation, Dominion, Romulan..

That's true. The Borg shown in Voyager are orders of magnitude more formidable than the Borg shown in the TNG movies.
Voyager shows a Borg collective which controls a large portion of the Delta quadrant. Quite possibly the largest single territory in the entire galaxy. The only species capable of resisting them is Species 8472, but that would all be over should the Borg discover how their technology works.
The Borg only have a passing interest in humanity or else humanity would have already fallen.

The Borg. In their Alien Spotlight comic, they eventually assimilate all of space, then attempt to assimilate the past as well (where it all goes wrong, of course)
One douwd killed an entire species from anger which was 50 billion. I think if you could provoke them all enough, they could wipe out some planets. Too bad you really can't find them around easily.

What if, every time one single species gains complete control over the galaxy, someone steps in and travels back in time to undo their galactic domination?
Time travel in Trek is somewhat rare and spontaneous (at least they imply that it is), but any subservient species would probably use the rare instance of time travel to undermine the control of their rulers.
Or perhaps civilizations like the Federation which have discovered how to time travel at will 'patrol' the timeline in search of future galactic conquerors and destroy/disable them before they can rise to power.
But timeships would probably not be able to stop any intruders from outside our galaxy as it seems that even in the year 3100 we still can't travel outside it. So the Federation would be unable to stop an intergalactic invasion.
