I'd vote for the Borg here. They are the ones truly determined to spread everywhere and are relentless in pursuing that objective.
It'd only take the assimilation of some serious technology before they could start doing whatever they wanted.

Cant say I agree, they seem to have assimilated a considerable portion of the Delta Quadrant and, you'd have to think, their advance will be slow but steady. Look what a single cube did at 359.
If anything, their pursuit of humans seems utterly half-hearted, sending lone cubes and so forth. We are shown multiple times that they control hundreds of worlds and have a large fleet. I've always felt they are consitently the biggest threat to every other species be it Federation, Dominion, Romulan..
