In the state of NJ, can't speak for other states, it's illegal to cross the highway outside of a crosswalk, and that carries over to on and off ramps as well.
Nope.
If I step in front of a semi-truck on the freeway with 10 feet to spare, it would be physically impossible for him to avoid hitting me.
Does that mean that the driver would be at fault?
