John Peel explains this in his eighth Doctor novel War of the Daleks. To make a long story short, the Daleks created a "fake" Skaro to confuse both the Doctor and Davros, and it was the "fake" Skaro that the Hand of Omega destroyed.Also re: Skaro, the Eighth Doctor went there to recover the Master's slimy remains at the top of the '96 movie. So by that point the planet had already been restored, or the Daleks had relocated to a new rock and named it after the ol' homestead.
My theory is vastly different. Skaro simply survived the detonation of Skaro's sun. It's not like the Daleks need a sun, after all, and there's nothing in the McGann movie that indicates that Skaro has a sun anymore.![]()
So the Daleks are coming back to Doctor Who. Fantastic. I have missed them.
