Odd TNG uniforms

The bickering Bickleys, not Buckleys. Named for the radio serial couple of the 50s, "The Bickersons".

And yes, their half-capes were a symbol of their colony world home - just like Worf's sash, the addition of a Deltan collar on Ilia's Starfleet leisure robe, the native Americans with beads and feathers in TMP, etc. And, eventually, Ro Laren's Bajoran earring.

I think the mini-series took its lead from many of the crew's civilian costumes (ie. the Christmas issue) and designs as created for "ST: Phase II" and TMP's San Francisco air tram scene. "Phase II", of course, prescribed several details in TNG. In absense of episodes to watch, the artists had to do lots of exrapolating from the "Farpoint" script and the Writers' Bible.

Thanks for that! I knew they were related to characters from somewhere else! :D

But that's never explained and many casual readers who'd picked this up off the back of "that new show" would just wonder "WTF? - where's that guy's trousers?"
