Tegan's Resurrection miniskirt makes this a winner. Though Nyssa's season 19 pants come close.

From the straight woman's point of view? Nyssa. I just found her infinitely more likable than Tegan. Tegan was a bit of a whiner, and her voice was really grating.
Tegan was briefly a companion of the 6th doctor in some tidbit on TV with a mini doctor and Sonatarans, so she's really ran the gamut through that blokes incarnations. I also heard one of her audio adventures where 5 meets her in 2004ish and she's all middle aged and wise.
It's a hard call.

That was A Fix With Sontarans, a very short mini-episode made as part of a Jim'll Fix It episode. As I understand it, it's totally apocryphal, which is probably a good thing. It's included as an extra with the Two Doctors DVD.
Actually "A Fix with Sontarans" is awesome. Well aside from Gaweth Jenkins. And Tegan's hairdo. But the sixth Doctor/Tegan interplay is fabulous.
Gaaah! I can't decide! They were both great characters despite the weak-ass storytelling during their era.

Contrary to the Doctor having children and grandchildren, we tend to say that he didn't reach his sexual maturity till 8 or 9 nine that he became interested in kissing girls... Anikan was like 9 years old when he met Padme for the first time? Sure he called her beautiful, but it wasn't going to go much further than that. 9 years later in the next movie and by hook or by crook he is going to mount that princess.
of course maybe it's not a question of sexual maturity that a later regeneration might have been interested in either of these dynamic beautiful and fascinating women, but that with age certain perversions set in that were not necessary to stoke the boiler to the same heat in youth because the same old positions and species have created joy-calluses, that mating out side his species might actually be something he's no longer too stodgy to think about... of course Rose was a child so that further goes on to say about old men trying to bottle youth they can barely remember.
