What section, starbase, battle group or what not does she Command and is she Picards immediate superior taken over for Nechayev

Nechayev is a Fleet Admiral now so she's going to be Janeway's boss anyway. Though there's nothing to say that Janeway would be in any sort of prominent role, other than maybe a PR one given her fame with being the first Captain in the DQ.
I never saw her with 5-Stars only 3
I imagine she'd have a role in overseeing development of defenses against the Borg.
That wouldn't be hard to do.
It seems like Janeway is part of the "In-crowd" at Starfleet. She works at SF Command in San Fran. So I don't think she has a "Field Command." If she's really a three star, she would probably oversee numerous "departments" maybe she's the Chief of staff for Admiral Paris, who seems to be top dog back on earth.
