If they were to suddenly make direct to DVD Star Trek movies, and had limited budgets and all, which character (meaning one they could afford) would you like to see a Direct to DVD centered on? Obrien? Quark? Jake? Paris?

This would not be a fan production, and it would be totally produced by Paramount's direct to DVD divsion....

Harriman. MY take on Harriman, though, since I am still religiously avoiding all print versions of him to avoid contamination. Limited series of TV or DVD films, like what they did a number of years ago with 4 or 6 MIDNIGHT RUN TV movies, but with Christopher MacDonald as Deniro's character.
