Notable characters who never got a full name (in canon, at least).

(First, again, I know many of them got names in books).

I'd say two of the big ones were Dukat and Damar. I think in some cases, they couldn't decide if some races had one name (i.e. Klingons) or more than one. It almost seems like they started to think that GUL was Dukat's first name. As his right-hand man turned revolutionary leader grew in importance Damar never got a given name either.

Leeta seems to be the one recurring Bajoran character who never got a full name either. I assume "Leeta" was her given name.

It would be years after their introduction that both Winn and Bariel would get given names. In fact, the one good thing about the episode "Resurrection" was learning it and having Kira actually refer to him by it, which makes much more sense. I admit they did come up with a clever way of establishing Winn's given name, having "Anjohl Tennan" call him that, cementing their relationship (even though she never called him by HIS given name, as I recall).

Guinan was the only one of three el-Aurian characters of note to never get a full name.

Mr. Kyle, the erstwhile original transporter chief never got a first name either.

Then, of course, there was Sulu, who didn't get one until ST6 and Uhura, who had to wait until Abrams took over, for Pete's sake!
 
Dukat at least did get initials, in one episode he identified himself in his log as "Dukat, SG." Although Ron Moore claimed the intent was SG to be his title, Station Gul, when the novels gave him a first name they went with something starting with S anyway (Skrain).

Worth noting, though, that both of those first names were coined by novelists or fans: Vonda McIntyre coined Hikaru for Sulu and William Rotsler coined Nyota for Uhura. McIntyre also gave Kirk's parents the names George and Winona, which were used in the 2009 movie.

This thread has a link to a transcript of the Enterprise series bible, and it reveals that Dr. Phlox's full name was supposed to be Phloxx-tunnai-oortann. Then again, it's an early draft of the bible featuring other characters such as Jackson Archer, Subcommander T'Pau, Charlie "Spike" Tucker, and Joe Mayweather.

Yup. And Janeway was named Elizabeth or Nicole until Kate Mulgrew was cast. Bashir was originally Julian Amoros. And TNG almost had Julien Picard, Bill Ryker, and security chief Macha Hernandez; Data was supposed to pronounce his name to rhyme with "that-a" and to be a construct of unknown aliens with the memories and personalities of the Omicron Theta colonists preserved in his mind; Geordi was the liaison to the ship's children; and Worf didn't exist.

And of course Christopher Pike was Robert April until about a week before filming.

Only if you assume that Denobulans treat their marital names exactly like European society on Earth does. There are other naming patterns even here on Earth, let alone on alien worlds.

Besides, Feezal has two other husbands as well, and they presumably have two other wives each, who have two other husbands each, etc. Denobulan marriages are so complicated that it seems very unlikely that they'd use European-style "wife takes the husband's name" conventions. I've seen it suggested that Feezal merely introduced herself as "Feezal Phlox" as a concession to human customs while she was interacting with humans. Much the way that, say, Japanese people moving to the West will reverse the order of their names to conform to Western patterns, or Chinese or Vietnamese people will adopt Westernized names that are easier for Westerners to pronounce (or Westerners moving to China will adopt Chinese names for the same reason).
 
No mention of the Romulan Commander from Enterprise Incident. Don't know if she's a notable enough character, but at least as notable as Number One from The Cage.
