You all know the scene I mean. It's in "Hell Bent".

At one point, the Doctor says "On pain of death, no one take a selfie". What the hell is he talking about? Seems like a really weird thing to say at a time like this. Especially since nobody in this scene has an iPhone!

(bear in mind that I haven't actually seen the whole episode - only this clip - so if this is some kind of in-joke, please explain)

It's just meant to be a random one-liner. It's likely the others didn't know what a selfie is but they just shrugged it off as the Doctor's typical weirdness.
 
He's just emphasizing how much he doesn't want anyone he's holding at gunpoint to move, no matter how small or innocent an action. A more common phrasing might be "Don't move, don't even breathe."
 
Might have been a jab at Karen Gillan's (mercifully) short-lived ABC sit-com.

Random one-liner to appeal to narcissists who do nothing but incessantly take photographs of themselves to place upon social media to get lots of empty fawning over "Look at meeeeeeeeeee!"

Which is not random, if the Doctor is allowing companions to wander around on his home planet, he wouldn't let them share a ton of photographs with said companion in the foreground to show alien planets and civilizations as a memento or joke... makes me long for Hartnell's original cloak and dagger routine a lot more...
